Questions

Why doesn't my bot's @everyone ping work?
The bot's role, or the channel's permission overwrites, probably lacks Mention Everyone. Without it the message shows the text but does not notify anyone.
Does Mention Everyone need Administrator?
No. It is its own permission. Administrator includes it, but you can grant it by itself.
What is the integer value of Mention Everyone?
Mention Everyone is bit 0x20000, so its permissions integer is 131072 when it is the only permission selected. To combine permissions, add their integers together (or OR their bits).
Does Mention Everyone need two-factor authentication?
Discord's permissions documentation does not list it among the permissions that require two-factor authentication.
