Questions

Why can't my bot give a role to a member?
Usually the role is at or above the bot's highest role, or the bot lacks Manage Roles. Discord only lets a bot give roles that are below its own highest role.
Can I grant a role permissions I don't have?
No. A member or bot can edit roles below its highest role, but it can only grant permissions it has itself.
What is the integer value of Manage Roles?
Manage Roles is bit 0x10000000, so its permissions integer is 268435456 when it is the only permission selected. To combine permissions, add their integers together (or OR their bits).
Does Manage Roles need two-factor authentication?
On servers with server-wide 2FA enabled, the owner's account must use two-factor authentication before this permission works.
